Michael Collins serves as the president of the Port Authority of Kansas City. In this capacity he is responsible for managing the day-to-day operations and long-term planning of the Port Authority.
Collins previously served as a senior aide to Senator Christopher “Kit” Bond in Washington, D.C., and Kansas City, Mo. He was the senator’s senior advisor on transportation, economic development, trade and commerce, appropriations, labor and financial services policy.
Additionally, Collins served a senior role in working with the White House, Office of Management and Budget, and U.S. General Services Administration (GSA) for the development and construction of all Federal projects within Missouri.
Some federal projects on which he worked include the National Nuclear Security Administration building, IRS Service Center, Jefferson City Federal Courthouse, and the National Archives and Records Administration facility in St. Louis. Most recently Michael served as a vice president at Swope Community Enterprises.
He holds a degree in political science from Park University, an Executive Fellows MBA at Rockhurst University and has performed graduate work at Harvard University Kennedy School of Government.
Jolene Mead, Executive Assistant to the President, Office Manager
Jolene Mead’s primary responsibility is providing administrative support to the president of the Port Authority. She is also responsible for the organization and coordination of various special projects and ensuring smooth day-to-day operations in the office.
Mead earned a bachelor’s degree in Organizational Communication from Park University.
Real Estate & Development
Joe Perry, Vice President of Real Estate
Joe Perry oversees the management, development and marketing of properties owned or operated by the Port Authority. He brings 25 years of experience in the real estate finance, marketing, development, architecture, urban planning, public policy, public/private finance, and development disciplines.
Perry most recently spent eight years as commercial director for Gale Communities, Inc. where he managed planning, zoning, infrastructure, and building construction. He has public/private financing experience managing tax increment financing and transportation development district projects.
He holds a degree in Real Estate Finance from the University of Missouri – Columbia and a degree in Architecture and Urban Design from the University of Kansas. He is a licensed real estate professional in the states of Missouri and Kansas.
Zoraya Rowlands, Director of Strategic Initiatives
Zoraya Rowlands is responsible for developing, overseeing and helping implement programs and projects to support the Port Authority’s vision through its short and long-range plans. She works with all Port Authority departments utilizing analytical and financial skills to analyze and present key strategic issues to senior leadership. Zoraya also manages the Port Authority Diversified Contractor Accelerator Program and all international trade opportunities and efforts.
Zoraya earned her bachelor’s degree in Business Management from City College of New York and an MBA from Baker University.
Ryan Adams, Associate Director of Development
Ryan Adams brings 12 years of experience in real estate finance, architecture, construction, development, and asset management.
Ryan grew up in the Kansas City area but most recently spent 10 years in Chicago where he managed the design, planning, zoning, construction of commercial, residential and mixed-use buildings for private investors.
He holds a master’s degree in Real Estate from the University of Illinois at Chicago and a degree in Architecture from the University of Kansas.
Outside of work Ryan is an avid runner, cyclist, triathlete, snow skier and golfer. He has a wife, daughter and another child on the way.
He is involved in the community as a member of National Preservation of Historic Trust Member and BikeWalkKC.

Richard Grenville, Vice President of Port Operations
Richard Grenville serves as the Director of Port Operations. He is responsible for all Port Terminal Operations and business development of freight related business.
He has had an extensive career in the maritime industry bringing a wide experience and innovation to the transportation/logistics field His corporate career of over thirty-five years includes many aspects of marine and terrestrial transportation in international and domestic arenas.
A native of London England, Richard graduated in 1970 from the Naval Training school “Arethusa” in Kent England. Richard attended King Edward VII nautical College (University of London) and Plymouth Polytechnic (Exeter University) earning his DOT Second mates Certificate FG.
Finance & Administration
Joseph Lohman, Staff Accountant
Joe Lohman joined the Port Authority in 2014. He previously worked as Director of Finance with New Missions Systems International in Florida for four years where he gained experience in non-profit accounting. It was there that Joe learned the full scope of the accounting process, which he brings to the table each day at the Port Authority.
Lohman grew up in northwest Missouri and earned a bachelor’s degree in Accounting and Finance from Northwest Missouri State University. In his spare time, he enjoys board games and spending time with his family.
Legal & Intergovernmental Affairs
Mark R. Coulter, Vice President, General Counsel
Coulter oversees all legal matters on behalf of the Kansas City Port Authority. Prior to joining Port Authority, Coulter was an assistant prosecutor in Clinton County, Mo.
He earned his bachelor’s degree in Political Science from the University of Missouri, and his Juris Doctorate from Washburn University in Topeka, Kan. While in law school, he participated in the school’s trial advocacy program, earned certification in International and Comparative Law, and argued an amicus curiae on behalf of the school in front of the United States Court of Appeals for the Armed Forces.
He is licensed to practice law in Missouri and is a member of the Kansas City Metropolitan Bar Association, the Association of Corporate Counsel, and the American Legion.
Marissa Cleaver Wamble, Vice President of Corporate Communications
Marissa Cleaver Wamble joined the Port Authority of Kansas City, Missouri in February 2012. Marissa serves as a liaison between the Port Authority and the area business community, developers, media and the public.
Before joining the Port Authority, Marissa worked as a broadcast journalist in Tallahassee, Florida; Fort Myers, Florida; Lincoln, Nebraska; and Kansas City, Missouri.
She earned a bachelor’s degree in Mass Communications and French from Oklahoma City University and a master’s degree in Journalism from Northwestern University.
